In an increasingly vulnerable world, nations, communities and individuals are confronted daily with loss of life and livelihoods resulting from disasters. Worldwide, the number of disasters grows every year. This trend compounded by dramatic projections related to climate change and global warming, has made it pertinent to significantly increase national, local and community action to reduce risk, manage vulnerabilities and steer development.

In synergy with the Hyogo Framework of Action 2005-2015, Global Open Learning Forum on Risk Education (GOLFRE) is an initiative to use knowledge, innovation and education to build a culture of safety and resilience at all levels.
